Then PM didn't let DGFI launch probe

Ex-DGFI boss Rumi says Khaleda asked him not to proceed, Hannan told intelligence men about involvement of Tarique, Babar

Khaleda Zia as prime minister did not allow the Directorate General of Forces Intelligence chief to investigate the August 21 grenade assaults in 2004.

Maj Gen (retd) Sadik Hasan Rumi, the then DGFI director general, said this before a Dhaka court yesterday during his deposition as the 65th prosecution witness of the cases filed in connection with the attacks.

Judge Shahed Nuruddin of Speedy Trial Tribunal-1 recorded Rumi's nearly one-and-a-half hour statement and fixed November 11 for cross-examination by defence counsels.

Although the then opposition leader Sheikh Hasina, now prime minister, narrowly escaped death and suffered ear injury in the grenade blasts, 24 other AL activists, including Ivy Rahman, wife of President Zillur Rahman, were killed and around 300 maimed.

Rumi in his statement said that at about 5:30pm to 5:45pm on August 21, 2004, Col Imam informed him about the attacks over the mobile phone.

Rumi could reach neither Khaleda nor her ADC as she was at a public rally in Noakhali on the day.

He over phone requested the prime minister's political secretary, Harris Chowdhury, who was then with Khaleda, to inform her about the attack.

“Without expressing any reaction regarding the attack, Harris Chowdhury told me that he would pass the information on to the prime minister,” Rumi told the court, adding that Harris hung up before he could go into details.

“I contacted state minister for home Lutfozzaman Babar over mobile phone. He replied he was in his office and had heard about the incident. He then cut the phone line.

“Later, I directed CIB director Brigadier Gen Rezzakul Haider and Col Imam to inform me about the incidents in detail. I also directed them to collect video footage and show it to me,” said the former DGFI DG.

“The next morning, Rezzakul informed me that on that night of the incidents, Babar had directed him to destroy two unexploded grenades by army experts. Under that instruction, Rezzakul that night sent army personnel to the place of occurrence. The army men took away two unexploded grenades.”

The next day, August 22, 2004, around 2:00pm, the DGFI DG met Khaleda Zia at her office and sought her permission to conduct an investigation.

“She [Khaleda] told me that a committee would be formed to enquire into the matter, and that I needn't investigate.”

Later, a meeting was held at the home ministry about this incident and there Rezzakul Haider Chowdhury represented the DGFI.

The former DGFI DG said he learnt from Rezzakul that the government-appointed investigation committee could unearth nothing.

In August 2006, information extracted from Shahedul Alam Bipul, a Huji operative, led Task Force Intelligence (TFI) to interrogate Mufti Abdul Hannan, detained leader of the militant group Harkat-ul-Jihad-al Islami (Huji).

Hannan told the TFI cell about the involvement of his organisation as well as Tarique Rahman, BNP ministers Babar and Abdus Slam Pintu in the attacks, Rumi said.

The statements of two other Huji men, including Pintu's brother Moulana Tajuddin, also corroborated Hannan's version.

Rumi said the DGFI came to know that grenades had been supplied by Tajuddin, who was sent abroad by some of his colleagues in DGFI as per the then BNP government's decision.

A DGFI representative to the TFI cell informed Brig Gen Amin and Lt Col Saiful Islam Joarder about Hannan's statement on the August 21 attack.

Since Mufti Hannan had mentioned the names of two ministers in his statement, the DGFI boss made it known to the prime minister in writing as well as verbally. “She [Khaleda] did not give me any other directive in this regard later.”

Meantime, the Rab DG called him, seeking DGFI help to capture Moulana Tajuddin. Rumi asked Lt Col Saiful Islam Joarder to help the elite crime buster get Tajuddin.

Saiful told the DGFI boss that there would be a problem if they handed over Tajuddin to Rab.

“When I asked what the problem was, he [Saiful] said the government was likely to be put in an embarrassing situation.”

A few days after this conversation, Rumi learnt from his colleague Big Gen Amin that Tajuddin, located through Huji founder Moulana Salam, was at a DGFI safe house in Gulshan.

Rumi directed Amin and Saiful to obtain every bit of information from Tajuddin. Sometime in October 2006, both officers informed the DG chief that Tajuddin's statement matched everything Hannan had revealed.

Afterwards, Brig Gen Amin and Lt Col Saiful informed Babar and the PM's private secretary-2 (also her nephew) Saiful Islam Duke about Moulana Tajuddin's statement.

Later the two DGFI officers informed their DG that Babar and Duke had told them about the prime minister's directive on sending Moulana Tajuddin abroad. Tajuddin wanted to go to Pakistan.

“Then I asked them why they had informed me about Tajuddin's wish to go to Pakistan even though they had made all arrangements,” Rumi said.

Duke is a nephew of the then prime minister while Saiful is Duke's brother-in-law.

As many DGFI reports were leaked out because of Amin's intimacy with the duo, it was impossible to maintain secrecy about the agency's work.

“I appealed to the authorities concerned to transfer them. But it was not done,” said Rumi.

Tarique promised attackers safe exit

Witness tells court

BNP Senior Vice Chairman Tarique Rahman assured Huji chief Mufti Abdul Hannan and his associates that he would arrange a safe passage out of the scene once they carried out the grenade attack on an Awami League rally in 2004, a witness told a Dhaka court yesterday.

Abu Hena Md Yusuf, inspector of Criminal Investigation Department, said this in his deposition to the Speedy Trial Tribunal-1 as a prosecution witness in the August 21 grenade attack cases.

He claimed that Hannan, while on remand in Ramna Batamul blast cases, told him about Tarique's assurance.

After recording Abu Hena's deposition, Judge Shahed Nuruddin fixed June 3 for the next hearing. Defence lawyers will cross-examine the witness on that day.

Twenty-four AL leaders and workers, including Ivy Rahman, were killed and 300 others were injured in the grenade attack on the AL rally at Bangabandhu Avenue in the capital on August 21, 2004.

The attack was aimed at assassinating AL President Sheikh Hasina, then leader of the opposition. Hasina narrowly escaped death.

Two cases -- one under the explosive substances act and the other for murder -- were filed after the incident.

Abu Hena told the court that he had earlier investigated the Ramna Batamul blast cases and submitted charge sheets against Huji chief Hannan and 13 others on November 29, 2008.

During investigation of the Ramna Batamul blast cases in 2005, Abu Hena interrogated Hannan about the grenade and bomb blasts that took place at different places in the country.

Hannan admitted that he along with his accomplices in 2000 had planted a 76-kg bomb at Kotalipara where Hasina was to address a rally.

They also carried out attacks on Hazrat Shahjalal's shrine in Sylhet, the then Sylhet City Corporation Mayor Badaruddin Kamran, AL leader Suranjit Sengupta and former British High Commissioner Anwar Hossain Choudhury.

The Huji chief told the CID official that he along with Moulana Tajuddin, brother of former deputy minister Abdus Salam Pintu, held a meeting at Pintu's Dhanmondi residence to plot the August 21 grenade attack.

Hannan told his accomplices that during a meeting at Hawa Bhaban, Tarique assured him that all the attackers would be provided safe passage out of the scene after the attack, and that Tarique communicated the matter to the then state minister for home Lutfozzaman Babar.

On assurance from Tarique, elder son of the then prime minister Khaleda Zia, Hannan collected grenades from Tajuddin and gave those to his accomplices to stage the attack.

The CID official recorded Hannan's statements in writing during the investigation.

Abu Hena submitted the written statement to his superiors -- the then additional Inspector General of Police Khoda Baksh Chowdhury, CID Special Superintendent of Police Ruhul Amin and ASP Munshi Atiqur Rahman.

He also told them that Hannan would make a confessional statement before a Dhaka court.

The high-ups got upset with the CID official, as he included information on the August 21 grenade attack in his written statement. They directed him to drop the information and record a confessional statement only on the Ramna blasts.

The CID official complied with the instructions of his superiors.

Hannan later made a confessional statement to the Dhaka Chief Metropolitan Magistrate's Court but he did not mention anything about the August 21 grenade attack, Hena said.

Of the 52 accused in the grenade attack cases, Babar, Jamaat-e-Islami Secretary General Ali Ahsan Mohammad Mojaheed and 24 others, who are now in custody, were produced before the court yesterday.

Seven other accused, including former Dhaka City Corporation ward councillor Ariful Islam Arif, now out on bail, were present at the court.

Tarique and 18 other accused have been shown absconding in the cases.

The CID on July 3, 2011, included Abu Hena as a prosecution witness in the charge sheets of the cases since he was present at the AL rally during the grenade attack.

বহুল আলোচিত ২১ আগস্ট গ্রেনেড হামলার কিছুদিন আগে জোট সরকারের সাবেক উপমন্ত্রী আবদুস সালাম পিন্টুর বাসায় একাধিক ষড়যন্ত্রের বৈঠক হয়েছিল। একদিন ওই বৈঠকে তৎকালীন স্বরাষ্ট্র প্রতিমন্ত্রী লুৎফুজ্জামান বাবর উপস্থিত ছিলেন। বাবর তার গাড়িতে করে পিন্টুর বাসায় এসেছিলেন। বঙ্গবন্ধু এভিনিউয়ের জনসভায় আর্জেস গ্রেনেড দিয়ে হামলার পরিকল্পনা করা হয়েছিল। মামলার ৬৮ নম্বর সাক্ষী সামরিক গোয়েন্দা সংস্থার তৎকালীন কর্মকর্তা লে. কর্নেল মিজানুর রহমান গতকাল বৃহস্পতিবার আদালতে দেওয়া জবানবন্দিতে এসব কথা বলেন। নাজিমুদ্দিন রোডের বিশেষ এজলাস ঢাকার ১ নম্বর দ্রুত বিচার ট্রাইব্যুনালের বিচারক শাহেদ নূর উদ্দিন তার জবানবন্দি রেকর্ড করেন। বর্তমানে এই সাক্ষী চট্টগ্রামে নৌবাহিনীতে কর্মরত। আগামী ১৬, ১৭ ও ১৮ জুন সাক্ষীকে জেরার জন্য দিন ধার্য করেন আদালত।

জবানবন্দিতে মিজানুর রহমান বলেন, জোট সরকারের উপমন্ত্রী পিন্টুর ভাই হুজি নেতা মাওলানা তাজউদ্দিনের নাম পরিবর্তন করে বাদল নামে পাসপোর্ট করা হয়। এর পর এটিএম আমিন ও লে. কর্নেল সাইফুল ইসলাম জোয়ারদারের সহায়তায় তাকে বিমানযোগে পাকিস্তানে পাঠিয়ে দেওয়া হয়। তিনি বলেন, হামলার জন্য কোন জায়গা থেকে গ্রেনেড আনা হবে, কে গ্রেনেড ব্যবহার করবে এবং কে ঘটনাস্থলে গ্রেনেড পেঁৗছে দেবে সে বিষয়ে নীলনকশা তৈরি করা হয়। ওই সময় এই সাক্ষী সামরিক গোয়েন্দা সংস্থায় কর্মরত থাকায় ঘটনাগুলো প্রত্যক্ষভাবে অবলোকন করেন।

জবানবন্দিতে এই কর্মকর্তা বলেন, গ্রেনেড হামলাকারী হরকাতুল জেহাদ নেতাদের টাকা দেওয়ার সিদ্ধান্ত হয়েছিল। সাইফুল ইসলাম জোয়ারদার টাকা দেওয়ার ব্যবস্থা করেছিলেন। এর মধ্যে কিছু টাকা মেরে দেওয়া হয়েছিল বলে জানান তিনি।

নৌবাহিনীর এই কর্মকর্তা মিজান গ্রেনেড হামলার সঙ্গে জড়িত ১৩ জনের নাম আদালতে উল্লেখ করেন। এর মধ্যে পলাতক রয়েছেন_ সামরিক গোয়েন্দা সংস্থার কর্মকর্তা এটিএম আমীন, পিন্টুর ভাই মাওলানা তাজউদ্দিন ও সাইফুল ইসলাম জোয়ারদার। এ ছাড়া আবদুুস সালাম পিন্টু, মুফতি আবদুুল হান্নান, লুৎফুজ্জামান বাবর, ইয়াহিয়াসহ ১০ জন কারাগারে।

২০০৪ সালের ২১ আগস্ট বঙ্গবন্ধু এভিনিউয়ে আওয়ামী লীগের কেন্দ্রীয় কার্যালয়ের সামনে জনসভায় ভয়াবহ গ্রেনেড হামলা করা হয়। এতে আওয়ামী লীগের মহিলা বিষয়ক সম্পাদিকা ও প্রয়াত রাষ্ট্রপতি জিল্লুর রহমানের স্ত্রী আইভি রহমানসহ ২৪ জন নিহত হন।

২১ আগস্ট গ্রেনেড হামলার ঘটনায় জড়িত লেফটেন্যান্ট কর্নেল সাইফুল ইসলাম জোয়ার্দার (বর্তমানে বরখাস্ত ও পলাতক), তাঁর ঊর্ধ্বতন কর্মকর্তা ও অন্য কারও সম্পৃক্ততার কথা গোপন করার জন্য মাওলানা তাজউদ্দিনকে ২০০৬ সালের অক্টোবরে সুকৌশলে পাকিস্তানে পাঠিয়ে দেয় ডিজিএফআই।

ডিজিএফআইয়ের জঙ্গি দমনসংক্রান্ত ব্যুরোর তৎকালীন কর্মকর্তা লেফটেন্যান্ট কমান্ডার মিজানুর রহমান গতকাল বৃহস্পতিবার ২১ আগস্ট গ্রেনেড হামলাসংক্রান্ত দুটি মামলায় (হত্যা ও বিস্ফোরক) ঢাকার দ্রুত বিচার ট্রাইব্যুনাল-১-এ দেওয়া সাক্ষ্যে এসব কথা বলেন। তিনি বলেন, তাজউদ্দিনকে বিদেশে পাঠানোর জন্য ডিজিএফআই থেকে যেভাবে ব্যবস্থা করা হয়েছে, তাতে তাঁর এটা মনে হয়েছে।

বিগত বিএনপি-জামায়াত জোট সরকারের উপমন্ত্রী আবদুস সালাম পিন্টুর ভাই তাজউদ্দিন নিষিদ্ধ জঙ্গি সংগঠন হরকাতুল জিহাদের নেতা। এ দুই ভাইই ২১ আগস্ট মামলার আসামি। পিন্টু কারাগারে আর তাজউদ্দিন পলাতক আছেন।
সাক্ষ্যে মিজান আরও বলেন, ডিজিএফআইতে তাঁর কাজ ছিল দেশের বিভিন্ন জঙ্গি সংগঠন সম্পর্কে তথ্য সংগ্রহ করা। লে.কর্নেল সাইফুলের নির্দেশে হরকাতুল জিহাদের (হুজি) নেতা আবদুস সালাম ও শেখ ফরিদকে টাকা দিয়ে আসতেন। এ ছাড়া মাওলানা শেখ ফরিদ, মুফতি শফিক, মাওলানা সাব্বির, হাফেজ আবু তাহেরসহ হুজির অন্য নেতাদের সঙ্গে লে. কর্নেল সাইফুল বৈঠক করতেন। এসব বৈঠকে মিজানুর রহমানও থাকতেন। তাঁর অবর্তমানে মেজর মুনির থাকতেন।

আদালতে মিজান আরও বলেন, হুজি নেতা মুফতি হান্নানকে যৌথ জিজ্ঞাসাবাদ কেন্দ্রে (জেআইসি) জিজ্ঞাসাবাদ করে তার একটি সংকলন তিনি এ টি এম আমিন ও সাইফুল ইসলামকে দিতেন। জিজ্ঞাসাবাদে মুফতি হান্নান বলেছেন, তিনি মাওলানা তাহের ও আরেক সহযোগী নিয়ে ২০০৪ সালের ১৮ ও ১৯ আগস্ট তৎকালীন উপমন্ত্রী আবদুস সালাম পিন্টুর বাসায় যান। সেখানে তাজউদ্দিনও ছিলেন। সেখানে ২১ আগস্ট আওয়ামী লীগের সমাবেশে গ্রেনেড হামলার পরিকল্পনা করেন। ওই আলোচনার একপর্যায়ে স্বরাষ্ট্র প্রতিমন্ত্রী লুৎফুজ্জামান বাবর ওই বাসায় যান এবং কিছুক্ষণ থেকে চলে যান। পিন্টু তাঁদের জানান, হামলার জন্য গ্রেনেড ও টাকা তাজউদ্দিন সরবরাহ করবেন। এরপর মুফতি হান্নান চলে আসেন। পরে তাহের ও অন্য কারও মাধ্যমে টাকা ও গ্রেনেড মুফতি হান্নানকে পৌঁছে দেওয়া হয়। মুফতি হান্নান তাঁর লোকজনকে দিয়ে হামলা করান।

A few days before the August 21 grenade attack on an Awami League rally, the then NSI boss Abdur Rahim visited Hawa Bhaban, the alterative powerhouse of the previous BNP-led government, while he was receiving treatment in a military hospital in Dhaka.

Yousuf Hossain, a National Security Intelligence (NSI) official, yesterday said this in his testimony to a Dhaka court as a prosecution witness against his former boss Brig Gen (retired)
Rahim in two cases filed in connection with the grenade attack.

Rahim, who stood in the dock during the testimony, looked angrily at Yousuf.

Rahim was the NSI director general when the grenade attack was made on an AL rally on August 21, 2004 to assassinate Sheikh Hasina, the then leader of the opposition. Yousuf, who was a field officer of NSI, is now an assistant director of the organisation.

Rahim had been admitted to the Combined Military Hospital (CMH) in Dhaka cantonment with piles on August 12, nine days before the grenade attack. And Yousuf was one of the three NSI officials responsible for taking care of their boss by turns.

"The DG sir [Abdur Rahim] went to Hawa Bhaban a day between August 12 and 21 in 2004 while receiving treatment at the Combined Military Hospital," said Yousuf in his deposition as the 66th prosecution witness of the cases before Dhaka Speedy Trial Tribunal.

The then NSI chief returned to the hospital from Hawa Bhaban and received treatment there till August 25.

Soon after the grenade attack on an AL rally at Bangabandhu Avenue, Yousuf learnt about it over his walkie-talkie.

He was told that AL leader Ivy Rahman and many other activists were killed in the attack. Yousuf then conveyed the message to then NSI chief Rahim.

"DG sir then asked me who were the other leaders that got killed?" Yousuf told the court.

When Yousuf informed his boss about the attack, Rahim specifically wanted to know what happened to Sheikh Hasina, the NSI official said at the court.

In reply, Yousuf told him that Hasina narrowly escaped death, but she sustained injuries to her left ear.

A few hours later, at around 7:00pm, two journalists went to Rahim's cabin in the hospital. The then director of Directorate General of Forces Intelligence (DGFI) Brig Gen Rezzakul Haider Chowdhury was also in the cabin at that time, said Yousuf who was outside Rahim's cabin.

Yousuf said the two journalists left Rahim's cabin after 15 minutes.

"When they [two journalists] were coming out of the cabin, I heard them discussing that the grenade attack had been carried out following a feud between Sheikh Hasina and Sheikh Selim, and such news would not be acceptable to public at all," said Yousuf.

After an hour, Rezzakul left the cabin, said Yousuf.

The NSI official told the court that he took care of Rahim for three more days after the August 21 attack.
      
Judge Shahed Nuruddin recorded Yousuf's statement and fixed today for his cross-examination by defence.

Twenty-four people, including Ivy Rahman, wife of President Zillur Rahman, were killed and hundreds of party activists and leaders were injured in the grenade attack at Bangabandhu Avenue on August 21, 2004.

Two cases -- one under the explosive substances act and the other for killing -- were filed in connection with the incident.

Plot hatched in Hawa Bhaban meetings

Mufti Hannan confesses afresh about Aug 21 grenade attacks


 
Mufti Hannan in a confessional statement disclosed the involvement of Hawa Bhaban and some former BNP ministers and intelligence officials in the August 21, 2004, grenade attack on an Awami League rally.
Harkat-ul Jihad (Huji) leader Mufti Mohammad Abdul Hannan made the fresh confessional statement before a Dhaka court yesterday about the attack that left Ivy Rahman, wife of President Zillur Rahman, dead along with 23 others and Prime Minister Sheikh Hasina wounded. At least 300 others were also injured.
On October 27, 2009, The Daily Star published an investigative report on the attack. The report disclosed the chilling conspiracy that was hatched in Hawa Bhaban.
Hannan, prime accused in the case, on November 1, 2007, made a confessional statement but Criminal Investigation Department moved for a new confessional statement following revaluations of more information through investigation.
First Additional Chief Metropolitan Magistrate AHM Habibur Rahman Bhuiyan recorded yesterday's statement for over five hours from 4:00pm.
Sources in the CID said in the first confessional statement Hannan admitted carrying out the attack but in the new statement he said the attack was planned in meetings held at the Hawa Bhaban.
Hawa Bhaban was widely regarded as the alternative powerhouse of the then BNP-led coalition government.
Hannan said the meetings were held in presence of some then BNP ministers and businessmen close to BNP and Jamaat-e-Islami top brass.
However, the CID sources declined to disclose names of the people Hannan mentioned.
Hannan said fugitive Maulana Tajuddin, brother of detained former BNP deputy minister Abdus Salam Pintu, had coordinated the attackers and the people of different agencies who aided them.
In the first confessional statement, Hannan said they had smuggled in the grenades from Afghanistan, where Hannan had joined the Mujahideens to fight against the Soviets in the 1980s.
Now he says that the grenades came from Pakistan via Chittagong.
In the first statement, Hannan said they planned the attack in a Badda house in the capital a few days ahead. He had said around 12 militants carried out the attack.
He had said they wanted to kill Sheikh Hasina because she had slapped a ban on religious edict when she was in power, the sources added.
CID Special Superintendent Abdul Kahar Akand, investigation officer of the case, declined to make any comment on the new statement of Hannan.
So far, 12 accused have given confessional statements admitting their involvement in the attack. They are Mufti Hannan, his brother Mohibullah alias Mafizur Rahman alias Ovi, Sharif Shahidul Islam alias Bipul, Maulana Abu Sayeed alias Abu Zafar, Abul Kalam Azad alias Bulbul, Arif Hossain, Rafiqul Islam Sabuj and Jahangir Alam, Islamic Democratic Party leader Sheikh Abdus Salam, Pakistan based LeT leader Abdul Majid alias Yusuf Butt, LeT leader Abdul Malek alias Golam Mohammad and Abdur Rouf.
The eight absconding accused are Pintu's brothers Maulana Tajuddin and Maulana Liton, Anisul Mursalin and his brother Mahibul Muttakin, Iqbal, Maulana Abu Bakar alias Selim Howlader, Jahangir Alam Badar and Khalilur Rahman.
On June 11, 2008, the CID submitted a charge sheet accusing 22 people, including top Huji leader Mufti Abdul Hannan and BNP leader and former deputy minister Abdus Salam Pintu.
But the court asked police for further investigation into the attack to find out the sources of the grenades used in the attack, the suppliers of the grenades and also to unfold the mystery behind defusing the unexploded grenades soon after recovery.
During the rule of BNP-led coalition government, the then investigators allegedly staged a drama to mislead the investigation and protect the real culprits.
